SAHA and Franklin Development Break Ground on New East Side Family Community The San Antonio Housing Authority and Franklin Development broke ground Dec. 15, 2009 for the Sutton Homes redevelopment project. SAHA, Franklin Development, residents and elected officials have been actively pursuing funding through tax credits and federal funds to revitalize Sutton Homes (909 Runnels Ave.) for several years. The funding has been secured and construction has begun on Sutton Homes, one of SAHA’s oldest housing communities, which is located on the east side of San Antonio close to other revitalization efforts like the BRAC project.
